Yes, this appears to have been changed in the course of this year. When I last did my tests, I couldn&#039;t see city/town level geotargeted in a different country. Looks like Google have conflated several different types of geographical search into a single targeting mechanism, probably because it often satisfies an advertisers intent. 

There are some &quot;exclusionary&quot; methods, also new, for geotargeting. I have not checked to see whether you can include the USA, and then exclude every state. Or for countries without State level targeting, whether you can select a larger area (e.g. Africa) and then deny all the countries there.

I&#039;m expecting to restart the geotargeting tests in Q1 2009, so there&#039;ll probably be an update on this by June 2009.

I suspect, from my small sample, that you can&#039;t offer better than about 75% of IP addresses in the UK with a location more specific than &quot;in the UK&quot; - because of the way that the telco structure works here, and the frequency of use of dynamic IP addresses.</description>
